Meet DEP’s New Multifamily Energy Programs Manager

DEP would like to welcome Sheena Oliver to the team! Learn more about Sheena in her own words:

I am excited to join the Energy, Climate & Compliance division of DEP as the Program Manager for Multifamily Energy Programs! I come to the department with over 21 years of Property Management experience, 18 years of which were onsite at multifamily communities throughout Montgomery County. I have also managed scattered sites (private homes) and commercial properties. I started my career in Property Management during my undergrad studies at the University of Maryland College Park where I graduated with my bachelor’s in business administration. I continued my graduate studies in the UMD system at the University of Maryland Global Campus (formerly known as University College) earning my master’s in business management with a minor in Human Resources followed by my MBA.

DEP welcomes Sheena Oliver, DEP’s new Multifamily Energy Programs Manager

My years in the Property Management industry provided me with skills in vendor/contractor management, customer service, project management, data analysis, sales, repairs and maintenance (minor…you’d never catch me doing the heavy lifting or dirty work) and lease/contract negotiation to name a few. My understanding of the “beast” that is Property Management gives me a competitive advantage in this position as I have the experience and understanding of the demands of those onsite as well as the knowledge and insight into the expectations of the County’s energy performance requirements.

Energy efficiency programs were beginning to take off when I left the multifamily Property Management world and I had the opportunity to participate in lighting, plumbing and other electrical upgrades at my property due to what ownership called a “Green Loan” that they’d signed up for at that time (2019). This gave me insight into what was coming to the industry and ideas on how to stay on top of the trend. When my multifamily experience ended I had the opportunity to work with an IT Government contractor for a brief time as an Application Reviewer for solar energy credits for the states of Illinois and Pennsylvania. Working with that company really began to open my eyes to the world of renewables and what they can do for the environment! At that point I begin to see my new career trajectory take shape. This newfound interest lead me to a seat on the BPIB (Building Performance Improvement Board) and ultimately to this position.

In my spare time I enjoy spending time with my two sons (13 and 11), watching movies, going to concerts and live performances, traveling and eating. I look forward to all of the great work ahead of us!
