DEP is seeking to fill an Administrative Specialist III position within the Procurement Section of the Director’s Office. The position will work independently under the guidance of the Contract Manager to develop solicitations in coordination with Program Staff, to include Requests for Proposals (RFPs), Invitation for Bids (IFBs), open solicitations, and informal solicitations. In addition, the position writes, develops, and administers contracts from solicitation to award; is responsible for contract amendments and other contract-related documents; and maintains contract files.
The position will seek insurance requirements and approvals and Local Small Business Reserve Program exemptions; maintain updated Contractor insurance certificates; coordinate with other County offices such as the Office of the County Attorney and the Office of Procurement; and assist with ongoing and/or local small business reporting, end-of-year encumbrances, and with purchase order accruals and liquidations.
The position also assists with general Procurement Section responsibilities such as resolution of issues relating to administration of contracts, which includes purchase order statuses, invoice payment statuses, reassignment of contracts, and contract non-compliance issues, and other duties as assigned. The position will utilize MS Office daily, typically Outlook, Word, Excel, Teams, Adobe DC Professional, SharePoint, and Oracle E-Business Suite financial/procurement modules.
The ideal candidate will have considerable knowledge of and experience with:
- contract development and management;
- efficient management of complete solicitation and contract processes in coordination with other staff and reviewing agencies; and
- ensuring solicitation and contract compliance with regulations and codes.
The ideal candidate must also be able to work independently; organize, prioritize, and accomplish tasks on schedule; and work well under pressure; and must have excellent interpersonal and communication skills.
This position requires the ability to attend meetings, in person and video conferencing, or perform work at locations outside the office.

To ensure a positive workplace and to comply with Federal, State and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.
Experience: Three (3) years of professional experience in procurement and contract administration.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.
