Energy Analyst – Howard County Government

The Energy Analyst position supports the County’s energy management programs, energy and utility use and cost reduction efforts, and the processing and tracking of utility, energy, and fuel billing. The Energy Analyst will use EnergyCAP and Energy Star Portfolio Manager software to analyze utility billing and benchmark building energy use. In addition, this position will perform ongoing analysis and evaluation of the County’s energy use and costs, conduct processing and tracking of utility, energy, and fuel billing, and develop and publish energy performance metrics. This position will contribute to Howard County’s community sustainability vision and greenhouse gas emissions reduction goals related to the efficiency and reliability of the County’s facilities and operations. This position serves under the direct supervision of the County’s Energy Manager and will work closely with the County’s Energy Manager, the Director of the Office of Community Sustainability, and the multi-departmental energy management and utility bill management teams to develop and execute the County’s energy management strategy and ensure accountability for results. This position also will work closely with Department of Public Works staff to identify and prioritize energy-saving projects in County operations and to pursue and manage grant funding for these projects whenever possible. This position also will assist with tracking greenhouse gas emissions and reporting related to the County’s Climate Action Plan.
