Program Analyst at NOAA – Apply by 12/6

Office of National Marine Sanctuaries (ONMS) position that is currently open. This person would lead and coordinate resource management and restoration projects related to the Deepwater Horizon oil spill. The announcement is open for 14 days, from 11/22/21 to 12/6/21. This position would be located in either Silver Spring, MD or Galveston, TX. Some additional details about the position are listed below:

  • Plan and execute key operational and administrative functions, including budget planning and execution, short and long-term strategic planning, evaluation of management effectiveness, and the development and implementation of a large-scale, multi-year resource management and restoration projects, related to the Deepwater Horizon oil spill.
  • Conduct analyses of strategic short and long-term resourcing needs related to restoration projects, and evaluate programs, metrics, and methodologies, and their relevance to Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA) goals and missions.
  • Lead administrative procedures, and direct restoration implementation efforts, including program and policy development, fieldwork, sampling, data collection, management of marine resources, and written reports. Evaluate programs through analysis of data, and studies. Communicate results to a variety of audiences through oral presentations and written outreach materials.
  • Oversee effective and efficient execution of contracts, Memoranda of Agreements/Understanding (MOAs/MOUs), and other technical obligations or commitments related to restoration projects and program management. Utilize laws, regulations, policies related to records management, interagency and other special agreements such as MOAs/MOUs to interpret and provide guidance on applicable policies/guidelines. Assess and ensure compliance with Office of National Marine Sanctuaries (ONMS)/NOAA regulations/policies, procedures, and sound management practices.
  • May serve as a Contracting Officer’s Representative.
