As the General Assembly races toward the April 8th end to its 2024 legislative session, Montgomery County is continuing to engage with our partners in Annapolis to advocate for policy change aligned with our climate and environmental priorities.  

State leadership and partnership is critical to climate progress here in Montgomery County and across the state of Maryland. As noted in the County’s Climate Action Plan, the County has limited authority to advance greenhouse gas (GHG) reduction in several key areas including power generation, regional infrastructure investments, and standards for new buildings, vehicles, and equipment.   

This year, the Montgomery County Council identified climate change and environment issues among the County’s legislative priorities, including: “Support bold and equitable clean and renewable energy, building decarbonization, transportation, waste management (including recycling and producer responsibility), flood mitigation, solar development, and other environmental protection policies and investments.” 

The County is following more than 100 bills that have been introduced in the General Assembly this year related to these subjects, and is actively engaging with bill sponsors and other stakeholders to advocate for legislation aligned with County priorities. Examples of this legislation that appear to have a strong chance of passage include:
